I actually sympathize - Canada is nice. Quebec especially so; doubly for Montreal. Perhaps it's a bit of this protectionism and isolationism that keeps it that way.
A simple observation - I travel mostly under a US passport - I am treated with may more respect in the EU by their border control agents than I am entering the United States.
100% - Paris is one of the cleanest "big cities" I've ever visited. San Francisco should be so lucky.
