Is it so bad to discourage legitimate lawsuits? I think there are plenty of legitimate things that we are ok with having some amount of difficulty in order to discourage abuse.
Anyone can make a ton of money if they break the law and then get caught later, that doesn’t require being good at anything.

Aren’t speeding tickets known to be really big income for local governments? They can be hundreds of dollars; I’m sure it can work out financially if they can hand out enough, which seems likely from an airplane.
