That wasn't really a political decision, but a design error. The internal storage is way too small on the Nexus One. The same reason HTC Desire barely could get gingerbread.
I think his thought process was more like "what am I allowed to say" and decided not to take a risk :D
This really is a special case though. HTC made a terrible decision with the amount of internal storage on the Nexus One and Desire/Incredible, so the image wont fit.
