Vienna will support older MacOS releases for longer. Our development has been slow the past couple of years due to maintainers having big life changes. Things are about to pick up so keep an eye out!

I was thinking part of Office 365 - collaborative dev tools are the missing piece for most businesses. There wouldn't be a major need for Jira, GitLab, etc for the most part.
High Sierra has an option for a Mac to cache updates and serve them over the local network to other macs. This feature used to only be in macOS Server but is now in normal macOS too.
FreeBSD is definitely the best OS to put on the G5. I have a dual core 2.3 GHz model with 8GB of RAM running perfectly on a ZFS installation.
