I really don't think Bangkok is very safe. It wasn't when I lived there a few years ago anyway. I'm not saying it's super dangerous but it's definitely not 'Tokyo safe'.
You mean of course the fall of Saigon, not Vientiane.
Totally agree with the rest of your answer but rent is definitely not extremely cheap, at least in Taipei (wich is where most of the jobs are). It can actually be argued that the property market in Taipei is a bubble.
