I've certainly never tried to stop it from updating. It's on version 8.4.600.440402475.27. When I point mine at a QR code absolutely nothing at all happens

I've worked with tens of developers over 8 years and I've seen this many times. I don't think they're 'actively trying to harm projects', but the person you're responding to never implied that in any way.
They are referring to the multiple parts in 'TFA' talking about Waymo using safety drivers and a 65mph limit.
