Given the crudeness of the sign, it's a likely explanation. You'd think that if they wanted to pretend to be something they aren't they would have put in a bit more effort.
Implying Google hasn't sanctioned it, like undercover NYPD taxi cabs. Edit: I'm not saying that's what happened, I'm pointing out that Google's statements so far don't exclude that possibility.
