Seems a bit like an empty statement, "autre moyen adéquat" seems a bit too vague and could just result in a "We tried nothing and we're out of ideas, let's apply article 2212-1"
Not to be that guy, but if France were to enter a war/emergency situation, wouldn't that type of article be applied de-facto? I guess the surprising part is that it's up to the Prime Minister to define "Emergency"?
