Is there any difference between a statically typed scripting language and a statically typed compiled language that compiles in <.1s?

I noticed a lot of disk activity once and fired up Process Monitor (on Windows). Dropbox.exe was going through literally all the files on my computer. That was when I uninstalled it forever.
How did he create that diff graphic?
It could be exfiltrating by modulating fan speed.
