No they aren't. It's just their Dev Mode feature which really hasn't been all that useful in my experience. For those who don't pay for Dev Mode, they'll revert to something like the Inspect mode they had previously.
Cars are quickly becoming luxury goods again. Cars sold today are much more difficult to repair on your own than they were 20 years ago. Not to mention the cost of parts.
