This is most likely because pypi has size restrictions on what you can upload and most users won't go the extra mile to actually pip install from your bespoke download site.
We run GHA with auto-scaling self hosted runners at scale (~1000+ runners at peak hours) pretty well for PyTorch but it is a labor of love and patience. However I'd say that Github's been pretty receptive to feedback…
Yeah this is what I use, the only issue being extraordinarily large commits may get bogged down some times. I have no idea why anyone would ever not use this to be honest.
