i dont know how they enforce it but its a law. Spanish law works different from most countrys. They have laws to say what you can do rather than what you cant. The law is you need a licence.
My first though is she should just sign up. This is how the industry is. Do it and be part of it or delete your stuff off the internet and start distributing on vinyl
or dont have a battery in your computer so it dies when they grab and run
