I'm pretty sure any skilled player can reliable judge what opposing players are going to in the next few seconds. Probably with closer to 95% accuracy.
There are clearly a number of structural and cultural factors at play which are hard to address easily. But also yes, some of this poetic justice.
To be fair, clock speeds have not really gone up in the last 20 years or so. Multi core CPUs and speedups in other bottlenecks on the other hand..
