Actually that's changing - PowerShell Core works anywhere .NET Core does (including OSX and Linux). https://github.com/PowerShell/PowerShell#-powershell (although that doesn't account for personal preference, of course)

Perhaps it's because they're item numbers, not indexes? As far as I can tell, C# uses 0-based indexing because most similar languages use 0-based indexing.
