Correct. They've become significantly cheaper to run, and their lifetime costs are vastly more affordable. In the 1960's, getting a car to 100,000 miles was an achievement; now, the car is just getting broken in.
For Multimode, they now make splices where you jam the two cleaved ends into the splice. It costs about $5 per splice.
If anything, such an extensive system should have better controls than a small business. Given that, there are trillions of dollars flowing around of other people's money.
