The compiler doesn’t have to consider how other threads will see this. If you don’t use atomics, the compiler is free to reorder things however it wishes as long as the single threaded behavior is the same in the end.
There are plenty of open weights models available already. If the ability to keep running the same model is important to you, then choose one of those.

Seems like subsidies for local steel producers would be better, then you're just paying the difference in cost for the level of capacity you want to keep local, versus distorting all steel consumption in the country.
Typical VAT rates are ~20%, so that only accounts for about half the difference.
