Probably a decision influenced by the NSA - if you're offline and using a cached map it's not so simple for Google to track your location.
I presume the NSA are listed as contributors in the changelog somewhere? I personally wouldn't touch any software produced by Google, especially as parts of Chrome are closed source.
It's considered impolite to be deliberately obtuse. I won't waste my time responding further, I strongly suspect you're a Google employee or other employee of the US government.
