Well, from what I read elsewhere, Microsoft is saying that Google admitted to using the Bing toolbar during their testing, and that plays into the Bing results as it associates soon-after visited pages with the queries…
It probably has more to do with the technology they use than anything. With high scalability comes great pains-in-the-ass to upgrade. ;)
