This is because in the real world audio always arrives late compared to images. Our brain is trained to compensate. Personally I start getting annoyed when the delay is above +200ms or under -50ms.
I feel like this is another example of something which can only be enforced by creating a new framework that inevitably benefits the few corrupt actors and defeats its own purpose.
