it's not a ban on takeout food. we have a covid lockdown which means they weren't supposed to drive out of the city- especially if it's for something as menial as fried chicken.
and takeouts are closed because they want to limit people moving around. especially in an industry where workers are easily exploited and pressured into going to work even when sick.
If I were writing a movie script, and said this was in reaction to a disease that had a 0.2% mortality rate (or 0.02% after vaccination), everyone who read it would laugh at the ridiculousness.
