I wonder how such requirements would affect certain apps, say banking apps, that need hw attestation or similar things.

It would only affect devices without Play Services installed, same as today.
clearly no one here believes it's possible to comply with this order on such a compressed timeline, but how does the judicial authority believe it's in any way possible?

I guess I imagined that "store in a store" I involved some kind of API that allows third parties to integrate with the Google store and list its own apps along Google-vetted apps. If all it requires is that the Valve store app be listed in the Google play store, I guess that's not so hard.

Because you’re just using the courts to stall and prevent competition to generate profit. You know you’ll lose and the courts know you know you’ll lose.
Doesn't sound like a very good court system of the outcome is a foregone conclusion.
Will Apple too be forced to comply with their App Store?
This is an anti-trust ruling from the Competition Commission of India. Google has a dominant market position, while Apple's is minuscule in India. So they're probably not concerned about Apple.
