LOL should they manage to do so, in a few years either U.S. Auto industries become a galapagos or they'll strongarm their "allies" to rollback EVs because by that point (almost) entire EV supply chain will be lead by China.
If the US was real serious about EV adoption, they would stop subsidizing the Oil Industry and add a 3 USD tax to Gas. Then you will see people move quickly to EV or mass transit.
Instead all this is is "fund (bribe) raising" for the two main US parties. It depends upon is who wants to pay more to congress people.
FWIW, right now the GOP are experts at this game when it comes to energy. But the other party has their bribe pipeline too for other industries.
