There is a level of annoyance when these things pop-up after about 10-15 seconds due to, what feels like, an entire OS of Java script coming along for the ride to make it happen. But other than that it is a very minor inconvenience.

The one that has change my browsing habits is the EU need to tell you how many companies are using your data. Going to a fairly plain site only to have the pop-up say "Your data is being sold to 734 vendors" - that is obscene! Makes you think twice about going to a site like that.
