I would say different motivations for different people.

What disappoints me most is when there is no motivation whatsoever :(

Most people do whatever they can get away with. Even on this forum I've seen people expressing the idea that "you should be able to do anything that's not illegal."
Atheist here so true morality.
Depends on the person. I know a lot of people who are actually ethical and do their best to live their lives that way. Fear of consequences don't enter into it.

I know others who only behave ethically because they fear consequences. Consequences have to exist because of them.
