They need to focus on executive talent. It's an area where they are severely lacking.
The real question is what's happening to that staff & programs. Are they just getting distributed around the rest of the org, continuing at a department level?

Or are they getting rid of the concept entirely?

That will really fix their issues :)

How about dismantling the Board of Directors who allowed Boeing to get to this place by chasing short term profits and Wall Street ?
