This is a manifestation of Coase's ceiling: the threshold of size at which the potential output of a system (organization, machine) falls below its internal friction (which increases faster with size). Above Coase's ceiling, a machine is paralyzed, but a human organization adapts by (consciously or not) altering its priorities, adopting stereotyped behaviors, etc.
