I know someone who does web development internally at Wells Fargo. It's surprising how much stuff is exactly like this with the sole intent of making the user feel more secure and/or high-tech.
PC hard drives are 100% usable space. You can easily overwrite the contents regardless what is on it. Phones and tablets, not so much.
