Have you tried it? You might be surprised at how easy to tell when someone is lying, once you learn to ask the right follow-up questions. It's difficult to fabricate experience for an entire 8 hour interview loop.
don't forget barriers to new construction such as NIMBY, zoning, environmental
but SF supply is relatively inelastic as a result of NIMBY etc. the supply of engineers maybe not so much
