tl;dr No. If this were permitted, then a president would just be a dictator. And he didn't even appoint Musk. Musk isn't head of any government department. He's just a random guy who has a ton of money.
You can't claim to have "saved" money by destroying programs funded by congress that you have no authority to destroy. Especially when the long term costs of destroying those programs are going to be enormous.
